As part of its mission to establish the UK as a global clean energy superpower, the government is backing the North Sea’s transition to offshore industries such as hydrogen, carbon capture, and wind energy. This move provides long-term fiscal certainty for the oil and gas sector, including plans to end the Energy Profits Levy in 2030 and explore a new investment-friendly regime to sustain jobs and economic growth.

The consultation also reaffirms the government’s commitment to maintaining existing oil and gas fields while honouring its pledge to halt new exploration licences. By working with businesses, trade unions, and communities, the government aims to facilitate a managed transition that safeguards jobs and ensures a just energy shift.

The UK government has announced that this project will promote the private investment to develop next-generation clean energy solutions, cutting emissions and securing the UK’s energy independence. Offshore renewables, including carbon capture, utilisation and storage (CCUS), as well as hydrogen, are expected to create between 70,000 and 138,000 jobs by 2030. A fully developed carbon capture industry alone is projected to contribute approximately £5 billion annually to the UK economy by 2050.

Energy Secretary Ed Miliband emphasised the importance of the North Sea’s role in the country’s energy transition, stating:

“The North Sea will be at the heart of Britain’s energy future. For decades, its workers, businesses, and communities have powered our country. Now, as the world moves towards clean energy, the North Sea will be crucial to delivering our Plan for Change and a secure, sustainable energy future.”

The consultation will explore potential changes to the North Sea Transition Authority’s role, ensuring it has the regulatory framework required to oversee offshore hydrogen, carbon storage, and the evolving energy landscape.
