French government announces new rules for small photovoltaic systems 4d1p1c


The French government has published a decree modifying for small rooftop photovoltaic systems, with a strong focus on self-consumption. Additionally, a simplified tender process has been introduced for larger projects (100-500 kWc), with specific provisions for local authorities. 1c6p

Following consultations with stakeholders, the government has released this decree to refine the scheme for small photovoltaic installations on buildings. The decree underwent review by the Commission de Régulation de l’Énergie (CRE) and was subject to extensive discussions within the Conseil Supérieur de l’Énergie (CSE), ensuring that industry concerns were addressed while maintaining the original ambition of the proposal.

For larger projects within the 100-500 kWc range, and in response to recommendations from industry representatives during the CSE consultations, a bank guarantee system will be implemented. This aims to ensure is allocated only to mature projects. When the producers are local authorities, specific provisions will be put in place to accommodate their needs.

This segment of the market will benefit from a simplified tendering process, set to launch in the second half of 2025. A working group consisting of industry experts and local authorities will be established to finalise the framework of this system.

The provisions of this decree took effect on 28 March 2025. For projects in the 100-500 kWc range, the tariff will be set at €95/MWh until June 2025, after which it may be adjusted based on demand.

By the summer of 2026, for photovoltaic projects in the 100-500 kWc range will be reserved for those with resilient supply chains, ensuring a level of backing tailored to this timeframe. This measure aims to create tangible opportunities for the French renewable energy industry.

The government’s commitment to photovoltaic energy extends beyond these changes. In recent weeks, winners of photovoltaic tenders have been announced, including 103 ground-mounted projects (totalling nearly 900 MWc) and 54 rooftop projects (exceeding 200 MWc).

Marc Ferracci, 's Minister for Industry and Energy, stated: “This decree reflects the approach I : maintaining the trajectory of our multi-year energy strategy, ensuring public finance stability, engaging in dialogue with industry stakeholders, and securing the development of photovoltaic energy, which is essential for our energy security and sovereignty.”
