Italy eliminates 10 euro/kW tax for three years for new renewable installations above 20 kW 2f462l


The decision of the Environmental and Productive Activities Commissions of the Italian Chamber has approved the elimination of the tax of 10 euros per kW, provided for in Article 4 of the Legislative Decree on Energy, for new renewable installations of more than 20 kW. This tax, which the owners of these installations had to pay for three years, was originally designed to feed an environmental and territorial compensation and rebalancing fund. 5uy1q

The measure was criticized since its proposal, as it was perceived as contradictory to the objectives of promoting renewable energies. Proponents of the elimination argued that taxing renewable energies to incentivize their adoption in the territories was conceptually absurd and could hinder the development of new projects, putting at risk the achievement of the objectives of the PNIEC (National Integrated Energy and Climate Plan).

The elimination of the tax is welcomed by the sector. Companies such as Italia Solare would have opposed the measure from the beginning. Its president, Paolo Rocco Viscontini, commented: "A very important result for all operators in the sector. The provision was clearly a contradiction: taxing renewables to incentivize territories to host renewables is clearly a conceptual absurdity that would also have significantly undermined the development of new projects, thus threatening the achievement of the PNIEC objectives."

The role played by Italia Solare was fundamental, actively mobilizing against the measure, participating in personal meetings with several parliamentarians and promoting amendments during the audience on the law that included the absurd rule. Their perseverance and t efforts with associations and companies in the sector finally led to the desired result: the elimination of a tax considered a threat to the progress of renewable energies in Italy.

On the other hand, the leaders of the Democratic group in the parliamentary commissions of Environment and Productive Activities, Marco Simiani and Vinicio Peluffo, who follow Montecitorio's disposition, declared: "Thanks to our action in the commission, the unjust environmental tax proposed by Minister Pichetto Fratin, which would have particularly affected companies active in the energy transition, has been annulled." They added: "Now we want to know from the government how it is thinking of guaranteeing the necessary resources from the fund to incentivize the Regions to host renewable energy plants."
