The document outlines a practical and realistic roap for how the Irish Government can the delivery of offshore wind projects already in development.

It also details how the Government can implement a long-term framework that provides certainty and stability for future development through 24 specific actions, divided into four key execution areas:

  • Delivery of Phase One projects to establish Ireland’s offshore wind industry.
  • Maximizing the South Coast Designated Maritime Area Plan (DMAP), including advancing the Tonn Nua site auction and further development of the Lí Ban, Manannán, and Danu sites.
  • Accelerating the national ORE DMAP to provide a long-term project pipeline for both fixed and floating offshore wind.
  • Building vital infrastructure and demand strategies, including investment in ports, grid capacity, and industrial demand to offshore wind growth. The recommendations also include urgently allocating resources to planning authorities and key state agencies at both local and national levels, clarifying grid access and offshore auction processes, and prioritizing port expansion to ensure projects can be delivered on time.

This new Offshore Wind Energy Action Plan, developed by Wind Energy Ireland (WEI), sets out the key government priorities required to unlock Ireland’s offshore wind potential and restore confidence in the country’s ability to build a competitive, sustainable, and robust offshore wind industry.

Noel Cunniffe, CEO of Wind Energy Ireland, stated: “This plan is about restoring confidence—nationally and internationally—in Ireland’s offshore wind potential. We know what needs to be done. The industry is ready to deliver, but it cannot do so without political urgency and leadership across the Government. The steps we are presenting today are not theoretical—they are essential.”
